If the heat sink is limited in one or more directions (e.g. when the shortest heat path is less than 10 times  the fillet leg length)especially in the thicker plate (e.g. in the case of  a lap joint where the outstand is  only marginally greater than the fillet weld leg length), it is possible to reduce preheating levels.
